Professor-cum-Project Director

Brief Specification of duties and responsibilities - Academic and Technical Personnel.

The Linguistic Data Consortium for Indian Languages focuses on the following four areas of Language Technology and Creation of Language Resources in Indian Languages: Speech Recognition and Synthesis, Character Recognition, Natural Language Processing Corpora Creation in Indian Languages. The academic persons will look after the academic aspects of these areas and technical personnel will work as Technical Resource Persons.

Maintenance Personnel – Accounts

Responsible for finance and accounts maintenance.   The person has to be watchful on budget control, compilation of accounts and checking the classified vouchers; issuing communication of sanctions, compliance of internal audit observations and related correspondences; checking the salary bills of project staff and detailed scrutiny of bills in respect of academic programmes; checking of daily payment and receipt scroll from the bank; preparing of outstanding cheque-list, cashbooks, UDP Register / AC Bill Register / TA advances; maintenance of sanction registers under various sub-heads such as TA, contingent expenditure for purchases / services, etc., preparing budget estimates (under OC / OE).  Timely submission of fortnightly / monthly / quarterly statement of expenditure.  Also the work includes IT Assessment for the project staff besides guiding the junior support staff.  MP-A  is expected to function as Financial Manager.

Maintenance Personnel – General

Responsible for office maintenance; putting up of the files on various matters, preparation of draft letters, maintenance of various official documents, filing of papers, handling and maintenance of files.  Putting up of the fresh receipts on various matters for orders/decision, maintenance of various official documents, preparation of periodical returns, quoting of rule positions, protocol maintenance such as receiving guests, making travel arrangements, etc., whenever required.  Purchase of stationery items and other materials, maintenance of stores, attendance of project staff and their leave particulars; dealing with service records of deputed employees and personal files of all the staff, attending to all such administrative issues besides guiding the junior support staff,  MP-G is expected to function as Office Manager.

Headquarters

Central Institute of Indian Languages (CIIL), Mysore with liability to work anywhere in India for a period to be decided by the Institute.

Duration

Initially upto the end of the XI Plan period (i.e. March 2011), or earlier - as may be decided, which may vary from case to case. Any extension beyond March 2011, or the stipulated date given in the memorandum to selected personnel will be based on the achievements made. The candidates are expected to file their self-appraisal forms regularly so as to create a continuous file or record of their achievements. However, all or any contract(s) is/are liable to be terminated by the authorities at any time without assigning any reason(s).

Format

All candidates are expected to apply on a format that is downloadable from ciil’s web-site (www.ciil.org). The applications should also include a list of their publications and major seminar/conference presentations as well as sample of programmes or tools or language resources developed, if any. In exceptional cases, the Chairman, LDC-IL is authorized to accept plain paper/faxed/e-mail applications of candidates provided they have all the basic information that are needed.

Note

a) Relaxation in educational qualifications and experience prescribed for various positions would be allowed by the Chairman, LDC-IL & Director, Central Institute of Indian Languages, Mysore - 570 006, on his/her discretion in deserving cases of personnel otherwise qualified and found suitable by him/her in some mechanism.

b) Relaxation in age of 3 years for OBC and 5 years for SC/ST candidates and 5 years for persons in service either in the government/autonomous bodies is admissible.  Reservation for SC/ST/OBC is followed as per Government of India rules.

c) The Chairman, LDC-IL reserves the right to accept or reject any of the applications received without assigning any reason.

d) The Chairman, LDC-IL, in exceptional cases, is at liberty to invite suitable in-service/superannuated scholars for any or all the positions for shorter or longer period, as needed.

e) The persons who are already in service should apply through their employers. However, at least the advanced copies of applications should reach the Institute within the last date.

f) For the regular employees joining the project their Leave Salary and Pension Contribution will be borne from out of the project funds as per rules.

g) The Human Resources could be taken on contract basis as per the following details:     (i) All selected project personnel will receive the total emoluments in the initial pay of the pay scales Rs.16,400-22,400 (Rs.35,000), Rs.12,000-18,300 (Rs.26,000), Rs.10,000-15,200 (Rs.22,000), Rs.8,000-13,500 (Rs.18,000), Rs.6,500-10,500 (Rs.14,000) and Rs.5,500-9,000 (Rs.12,000). In case of people in service, their payment will be as per the scale, and not on consolidated basis. For others, the consolidated amount payable is as indicated in the brackets. There will be an increase in the consolidated amounts after completion of every year, or to match with increase/modifications in the corresponding pay-scales if any.

h) The last date to receive the applications complete in all respects is five weeks from the date of its announcement in the Employment News, which will include the additional two weeks to be given to the candidates from the North East Region.

j) The screened and short-listed candidates may be called to a Workshop at the CIIL to assess their work and quality. Such invited candidates will be paid TA/DA as per their eligibility in terms of the Government of India rule.

k) The selected candidates will not be paid any joining TA/DA. In case they are on deputation or are already Government of India employee elsewhere - joining an LDC-IL position will be paid only TA/DA for joining the project.
