SCHEME OF ASSISTANCE FOR IMPROVEMENT OF LANGUAGE TEACHING AND MATERIALS PRODUCTION TO VOLUNTARY ORGANISATIONS AND STATE AGENCIES


RULES AND REGULATIONS
1. INTRODUCTION
 

The Central Institute of Indian Languages has a scheme for giving financial asssistance to voluntary organisations and state agencies for the utilisation and transfer of technology developed at the CIIL for improving the teaching methods for Indian languages both as first and second language (other than Sanskrit and Hindi) and consequent materials production and teacher training.

 

2. TITLE
 

The Scheme will be called the “Scheme of Assistance for improvement of Language Teaching and Materials Production to Voluntary organisations and State Agencies”.

 

3. DEFINITION
 

For the purpose of this Scheme, the term “Indian Languages” will include all the languages (other than Hindi and Sanskrit) as set out in the 8th Schedule to the Constitution of India and other languages.

 

4. ELIGIBILITY
 

a) The following will be eligible to receive financial assistance under the scheme:

    i) Voluntary organisations registered under the Societies Registration Act, 1860, or the Charitable Endowments Act, or registered under the Co-operative Societies Registration Act prevalent in the State for the time being, or any other similar organisation and which is of the type where the profits, if any, are not distributed amongst the members of the shareholders as bonus or dividend.

   ii) State Institutes of Education, State Institute of Languages etc.

   iii) Universities – Only those projects from Universities which do not come within the purview of the grant schemes of the University Grants Commission or the State Government concerned will be considered for financial assistance under this scheme.

b) The Academies/organisations set up and funded by the State Goverments which are registered under the Societies Registration Act, engaged in the promotion of regional languages, are also eligible for financial assistance under this scheme.

c) Grants under the scheme will not be given for meeting previous liabilities or debts as such.

 

5.

EXTENT OF FINANCIAL HELP

 

All requests for financial assistance will be considered on merits and grants will be sanctioned for approved items of work only.

Grants may be sanctioned in instalments depending on the nature of the activities/projects to be undertaken and the progress of work.

 

6.

PROCEDURE FOR SUBMISSION OF APPLICATION

 

All requests for financial assistance will be as a rule be addressed to the Director, Central Institute of Indian Languages through the Head of Institution or organisations which seeks assistance.

Each request for financial assistance should be submitted in the prescribed form and accompanied by the following information and documents :

a) A brief description of the objectives and activities of the organisations;

b) Whether the organisation is a registered one;

c) Information relating to the request made, if any, to other bodies for grants for the scheme under consideration. The decision of those bodies on such requests should be communicated to the Ministry;

d) An undertaking that, once the estimates etc., of a scheme have been approved as reasonable and the grant assessed on the basis of those estimates, they shall not be modified by the organisation without the prior approval of the CIIL;

e) Full justification with details will be necessary for the estimates of expenditure, e.g., establishment, papers and other stationery, typing of manuscripts, publication of the material etc.;

f) All request, in duplicate, with full details should reach the Director, CIIL, Manasagangotri, Mysore – 570 006 before the end of July of the year preceeding the financial year for which the grant is asked for;

g) Statement of qualifications and experience of staff employed on projects to be undertaken with CIIL grant will have to be sent to the Director, CIIL, before the Projects’s implementation is started.

 

7.

CONDITIONS FOR GRANT

 

The grants sanctioned to Voluntary Organisations and State Agencies will be subject to the following conditions :

1. Any organisation in receipt of financial assistance shall be open to inspection by an officer of the CIIL, the Ministry of Human Resource Development, Govt. of India, or if the State Education Department, or an officer of the Indian Audit and Accounts Department, where the grant given by the CIIL is more than Rs.25,000/- physical inspection of the organisation may be made, if necessary.

2. The organisation shall have to given an undertaking in such form as may be prescribed by the CIIL (vide Bond proforma attached) before the drawal of the grant that the work to be undertaken with the assistance will be completed within a reasonable time to be fixed by CIIL and that the grant shall be utilised only for the purpose for which it has been sanctioned. Failure to do so will render the organisation liable to refund to the CIIL the grants released in full with such interest thereon as the CIIL may decide.

3. The second or subsequent instalment during the year will be paid on the basis of an audited statement of progress of expenditure together with the progress of physical performance.

4. Such number of copies (as the CIIL) may decide of all the publications brought out with the CIIL assistance shall have to be supplied to the CIIL free of cost.

5. Properties of the Organisation/Institution receiving grant from the CIIL should not be transferred to any person/institution /organisation without the concurrence of the CIIL. Should the organisation/institution cease to exist at any time, the equipment purchased out of the grant will refer to the CIIL.

6. The organisation shall maintain in the prescribed proforma an audited record of the assets acquired or created wholly or substanitally with the help of the grant from the CIIL and furnish a copy thereof to the Government of India for record by a specified date or within a reasonable time. Assets so created should not, without the prior approval of the CIIL be disposed of, encumbered or utilised for the purposes other than those for which the grant is given.

7. The Accounts of the organisation should be maintained properly and submitted as and when required. These shall always be open to a check by the comptroller and Auditor General of India at his discretion.

8. When the CIIL has reason to believe that the affairs of the organisation/institution are not being properly managed or that the sanctioned money is not being utilised for approved purposes, the payment of the grant may be stopped.

9. The organisation/institution must be open to all citizens of India without distinction of caste, creed or race. No capitation or any other fee should be charged from those belonging to the State other than the one in which the organisation/institution is situated.

10. It shall be binding on the organisation/institute to carry on the directions and suggestions given by the CIIL with regard to the work for which the grant has been sanctioned. The organisation/institution shall supply any information or clarification on any point which the CIIL may require, within the time specified.

11. The price per copy of the publication(s) brought out with CIIL assistance should be fixed in consultation with the CIIL.

12. The organisation has to inform the work completed in the last three years and grants received during this period and from whom.

13. The organisation has to submit copies of the document of registration in full with the names of members of governing or advisory board.

14. The organisation has to nominate one person to sign the documents in all the correspondences and documents throughout the period of grant. His signature must be authenticated. If any change in the name, specific approval must be obtained.

15. Bond will be executed on time for whole amount of grant. Peirod for which the grant is sanctioned has to be mentioned in the bond.

16. Statement of the time frame of various stages of work should be given by the organisation in addition to the final target at the end of the period. The quarterly progress report should be sent related to the stages of progress of the project.

17. The subsequent instalments will be released only on the satisfactory completion of the project and submission of utilisation certificate.

18. The person incharge of the organisation shall visit the Institute once in a year for academic guidance. Expenditure towards TA/DA for this will be incurred from the grant sanctioned.
